Verified on release 3.4.5.21 "Trade Management for Kazakhstan" (edition 3.4).
You created a new item — a batch of imported footwear from the EAEU. You processed the purchase, tried to issue a sale, and 1C won't let you close the document: it requires you to issue a Waybill for Goods (SNT) and fill in virtual warehouse data. You open the item card and see the "Product Restrictions Grouping" field — empty. That's exactly why the item doesn't "understand" that it is subject to labeling, falls under SNT, and requires origin data. This catalog is the place where you describe a set of restrictions once and then attach it to dozens of items, instead of checking boxes in every card manually.
1. Purpose
The catalog stores ready-made sets (groupings) of product restriction types: labeling, SNT, excisable goods, imports from the EAEU, goods withdrawn from circulation, traceable goods. You create a grouping once and assign it to an item or an item type. After that, documents (purchase, sale, transfer) automatically include the required checks: SNT control, filling in customs declaration/HS codes, virtual warehouse data.
2. Where to find it
This is a service catalog, so it's hidden from the main menu. There are two reliable ways to get to it:
From the item card: section "Master Data and Administration" → "Items" → open the item → field "Product Restrictions Grouping" → selection button → "Show all". From here you'll land in the list and can create a new element with the "Create" button.
Directly via navigation link. Main menu (≡ icon top left) → "Tools" → "Go to navigation link…", paste:
e1cib/list/Справочник.ГруппировкиТоварныхОграничений
The second method is the fastest and opens the catalog even when it's hidden from the interface.
2a. How to check your release
Main menu → "Help" → "About". The window will show the line "Configuration: Trade Management for Kazakhstan, edition 3.4 (3.4.5.21)" and the platform version 1C:Enterprise 8.3. The first number (3.4.5.21) is the configuration release; instructions are checked against it. If your release is older, some fields may be named differently.
3. How to fill it in
Open "Create" and fill in the fields.
| Field | Required | Why and what happens if it's wrong |
|---|---|---|
| Description | Yes | Your working name for the grouping, e.g. "Labeled footwear (EAEU import)". Visible in the item's selection list. If you name it vaguely ("Group 1"), later you won't find the right one and will attach the wrong set of restrictions to an item — which means an incorrect SNT. |
| Code | Filled automatically | Don't touch it. A service identifier that links the catalog to items. |
| Types of Product Restrictions (tabular section / set of flags) | Yes, at least one | This is the core of the object. Here you mark which requirements the item is subject to: labeling, SNT, excisable, imported, withdrawn from circulation, traceable. An empty grouping is meaningless — the item won't receive any restriction. An extra flag is also harmful: mark a regular item as "excisable" and 1C will start requiring excise data that doesn't exist. |
| Comment | No | A free-text note for colleagues: on the basis of which order/letter from the SRC the restrictions were included. An empty field has no effect, but later it's hard to remember the logic. |
The exact set of restriction types in the tabular section depends on the release and enabled functional options (SNT, labeling, virtual warehouse) — this is the only thing worth checking in your database. Everything else stays the same.
Steps:
- Come up with a meaningful name.
- Check all restriction types that actually apply to this group of items.
- Record and close.
- Open the item card (or item type) → in the "Product Restrictions Grouping" field select the created element.
- Check: when attempting a sale, 1C should offer/require an SNT for exactly these items.
Tip: create groupings based on "restriction type + category" logic, not per item. One "Alcohol" grouping serves hundreds of SKUs.
4. Worked example with journal entries
The catalog itself doesn't generate journal entries — it's a classifier. But it's precisely what turns on the mechanics that make the sales document generate an SNT and the required movements. Here's an end-to-end example.
Scenario. LLP "Astana-Shoes", a VAT payer. You are selling imported labeled footwear. You created a grouping "Labeled footwear (EAEU import)" with restrictions "Labeling" + "SNT" + "Imported goods" and attached it to the item.
Sale of a batch:
- Cost of goods in the warehouse (account 1330): 700,000 ₸
- Sale price excluding VAT: 1,000,000 ₸
- VAT 16%: 1,000,000 × 16% = 160,000 ₸
- Amount due: 1,160,000 ₸
Journal entries of the "Sale of Goods and Services" document:
| Dr | Cr | Amount, ₸ | Description |
|---|---|---|---|
| 1210 | 6010 | 1,000,000 | Revenue from footwear sale recognized |
| 1210 | 3130 | 160,000 | 16% VAT payable accrued |
| 7010 | 1330 | 700,000 | Cost of goods sold written off |
Upon payment by the buyer:
| Dr | Cr | Amount, ₸ | Description |
|---|---|---|---|
| 1030 | 1210 | 1,160,000 | Payment received to current account |
What the grouping adds. Since the item is marked with the "SNT" + "Labeling" restrictions, when posting the sale 1C:
- will require an SNT (Waybill for Goods) to be issued, specifying labeling codes and virtual warehouse data;
- will transfer HS codes and import data to the e-invoice (ESF);
- will check balances in the ESF IS virtual warehouse.
Without a filled-in grouping, none of these requirements will apply — and you risk issuing an e-invoice without the mandatory SNT, which the tax authorities would treat as a violation.
5. Operation types
The catalog does not "perform operations" — it sets attributes. Through the set of restrictions, it enables the following scenarios:
- SNT — mandatory issuance of a waybill when goods move.
- Labeling — control of labeling codes (Data Matrix) in purchases, sales, transfers.
- Excisable goods — excise calculation and control.
- Imported goods / EAEU goods — mandatory customs declarations or import statements, HS codes.
- Withdrawn from circulation — sale prohibition/warning.
- Traceable goods — accounting within the traceability system.
6. What gets generated when used
The catalog element itself does not create journal entries or electronic documents when recorded. It affects the documents to which it is "attached" via the item:
- Journal entries — generated by sales/purchase documents (see example above), not by the catalog.
- Electronic documents: the "SNT" flag enables the generation of an SNT in the ESF IS; the import/labeling flag enables filling in the relevant sections of the e-invoice (ESF).
- Register movements: an item with enabled restrictions is entered into labeling control, virtual warehouse, and traceability registers; these are used to build balance and code status checks.
7. Printed forms
The catalog element has no printed forms of its own — there's no reason to print a "grouping." Printed and electronic forms arise for the documents it affects:
- SNT (Waybill for Goods) — from the ESF IS.
- ESF (electronic invoice).
- Goods Issue Waybill (Form Z-2).
- Invoice for payment.
8. Common errors
- "The 'Description' field is not filled in" — 1C won't let you save an empty element. Enter a clear name.
- "No product restrictions grouping specified for the item" (or a request for SNT when posting a sale) — the item is subject to SNT, but no grouping was selected. Open the item card and fill in the field.
- 1C requires an SNT for an item that shouldn't need one — you enabled an unnecessary restriction type. Open the grouping and remove the extra flag. Remember: changing the grouping affects all items it's assigned to.
- "Virtual warehouse data / labeling code not filled in" — the grouping itself is correct, but the document is missing fields it required. Enter the labeling codes and the customs declaration/import statement.
- "Catalog element is in use…" when trying to delete — the grouping is attached to items. First remove it from the items (or replace it), then mark it for deletion.
9. FAQ
1. How is a grouping different from checking restriction boxes directly on the item card? A grouping is a reusable set. Configure it once — apply it to hundreds of items. When requirements change, you edit one grouping instead of every card.
2. Can I attach a grouping to an item type instead of each individual item? Yes. If you set it at the item type level, new items of that type will automatically inherit the restrictions. This is the most convenient method.
3. I changed the grouping — what happens to documents already posted? Posted documents don't change. New restrictions will apply to documents you post after the edit.
4. Do I have to fill in the catalog if I don't work with SNT and labeling? No. If your items aren't subject to restrictions, the item's grouping field can be left empty.
5. Why does 1C require an SNT when selling a labeled item? Because the "SNT" restriction type is enabled in the assigned grouping. This is a legal requirement for goods subject to SNT; it can't be disabled, otherwise the e-invoice would be issued without the mandatory waybill.
6. What VAT rate applies to such goods in 2026? The standard VAT rate in Kazakhstan from 2026 is 16%. It's accrued in the sales document; the grouping does not affect the rate — it's only responsible for circulation restrictions.
7. Does the grouping affect tax calculations (individual income tax, mandatory pension contributions, social tax)? No. This is a product classifier. Payroll taxes and deductions (e.g., the basic individual income tax deduction of 30 MCI per month, but no more than 360 MCI per year; mandatory pension contributions at 10% with a base cap of 50 minimum wages) are calculated in other sections and are unrelated to this catalog.
8. Can I delete a grouping I no longer need? Only if it's not assigned to anything. Otherwise, first remove it from items and item types, then mark it for deletion and perform deletion of marked objects.
9. How do I quickly open the catalog if it's not in the menu?
Via the navigation link e1cib/list/Справочник.ГруппировкиТоварныхОграничений ("Tools" → "Go to navigation link…").
10. What if a counterparty sent an SNT, but my item has no grouping? Then upon receipt, the restrictions won't trigger and the virtual warehouse data won't be pulled in. Create a grouping, assign it to the item, and re-process the receipt — then the SNT data will be recorded correctly.
10. Related documents
- Basis for filling in: the catalog is maintained manually according to SRC regulations (lists of labeled, excisable, traceable goods). There is no separate basis document.
- Where it's used: the "Items" card, "Item Types", and through them — the "Purchase of Goods and Services", "Sale of Goods and Services", "Goods Transfer" documents, electronic SNT and ESF.
- What related objects generate: sale of a restricted item → SNT + e-invoice + journal entries Dr 1210 Cr 6010 / Dr 1210 Cr 3130 / Dr 7010 Cr 1330.
