Verified on release 3.0.74.2 of "Accounting for Kazakhstan" (edition 3.0).
You are calculating salary for January 2026, but the program enters 21 working days into the timesheet instead of 19. The salary is divided by the "wrong" norm, the amounts are off, and the employee disputes it. The cause is almost always the same: the production calendar for the new year is either not filled in, or it does not have the holidays and day-off transfers of the Republic of Kazakhstan marked. This very object is the source from which all payroll takes the norm of working days and hours. Let's examine it down to the last field.
1. Purpose
The production calendar specifies which days of the year are working, days off, holidays, and pre-holiday (shortened) days. From it, payroll calculation documents take the time norm for the month: the number of working days and hours. This is a setup document: it does not make accounting entries and does not generate ESF/SNT, but without it, salaries, vacation pay, sick pay, and average earnings are calculated incorrectly.
2. Where to find it
Menu: section "Salary" → block "Reference books and settings" → "Production calendars". If you don't see the item — open it via "All functions" → Documents → "Production calendars".
To open the list right away, copy the navigation link and paste it into 1C via "Tools" → "Go to navigation link":

2a. How to find out your release
Menu "Help" → "About the program". In the window that opens, you can see the platform version (for example, 8.3.24) and the configuration release — the line "Accounting for Kazakhstan, edition 3.0 (3.0.74.2)". This instruction is written for release 3.0.74.2; in other releases the button locations may differ, but the fill-in logic does not.
3. How to fill it in — step by step

Filling in the days
- Specify the year (for example, 2026) and click "Fill in by default". The program will lay out all 365 days according to a five-day working week: Monday–Friday are working days, Saturday and Sunday are days off.
- Open the table of days. In the "Day type" column, for each date you can set one of the types:
- Working — a regular full day (8 hours with a 40-hour week);
- Pre-holiday — a working day shortened by 1 hour (7 hours) on the eve of a holiday;
- Day off — Saturday, Sunday, or a transferred day off;
- Holiday (non-working) — a state holiday.
- Mark the holidays of the RK manually (if the release did not pull them automatically from the holidays reference book).

- Set the transfers. If a holiday falls on a Saturday or Sunday, the rest day is transferred to the next working day. You make the day before a holiday a pre-holiday day (–1 hour).
The specific dates for transferring days off for 2026 are approved by a resolution of the Government of the RK and published at the end of the previous year. This is the only thing worth checking against the official document before closing the year.
- Save and close the document. In the payroll accounting settings, make sure that this very calendar is selected as the main one.
4. Worked example: January 2026
We fill in the calendar for 2026 and see what we get in January.
Breakdown of January 2026 days:
- Total days — 31.
- Saturdays and Sundays — 9 (January 3, 4, 10, 11, 17, 18, 24, 25, 31).
- Holidays that fell on weekdays: January 1 (Thu), January 2 (Fri), January 7 (Wed) — three days.
We calculate the norm:
Total weekdays: 31 − 9 = 22
Minus holidays on weekdays: − 3
Norm of working days: 19
Norm of hours (19 × 8): 152
Result for January 2026: 19 working days, 152 hours.
Now, how this works in the salary calculation. An employee with a salary of 500,000 ₸ worked the whole of January:
- daily rate = 500,000 ₸ ÷ 19 = 26,316 ₸;
- worked 19 out of 19 days → accrued 500,000 ₸.
If the calendar had remained "by default" without holidays, the program would have taken 22 days, the daily rate would have become 22,727 ₸, and if one day were missed, the employee would have been shortchanged. This is why holidays in the calendar are mandatory.
This document does not make entries. The salary accrual that uses this norm itself already generates the movements — for example, when paying out from the cash desk/bank, account 1030 "Cash in current accounts" is involved, and the accrued income and deductions (IIT 10%, OPC 10%, CSHI 2%, etc.) are reflected by the "Salary accrual" document, not by the calendar.
5. Types of operation
This document has no separate choice of "operation type". All variability is in the fill-in method and in the day types:
- Fill in by default — a standard five-day week.
- Fill in based on another year's data — copy the structure of the previous year and correct the holidays.
- Manual setting of day types: working, pre-holiday (shortened), day off, holiday.
You can maintain several calendars — for example, a separate one for a six-day week or for a division with a special schedule.
6. What is generated upon posting
- Accounting entries — no. The calendar posts nothing to the accounts.
- Electronic documents (ESF, SNT) — no. The calendar is not linked to sales and VAT.
- Movements in the information register with production calendar data: for each date, its type and hourly norm are recorded. It is from this register that the "Salary accrual" documents, vacation and sick pay calculations take the time norm.
7. Printed forms
The production calendar has no separate regulated printed form — it is an internal setting. You can visually check and print the norm through payroll reports (time norm by months) and print out the tabular part of the calendar using the standard tools of the list/document form ("More" → "Output list").
8. Common mistakes
"The production calendar for 2026 is not filled in" (or the month norm = 0). → The calendar for the required year has not been created or not selected as the main one. Create a document for the year, click "Fill in by default", set the holidays, save. Check the selection of the main calendar in the payroll settings.
The January norm came out as 22 days instead of 19. → You forgot to mark the holidays. Open the calendar, set the "Holiday (non-working)" type for January 1, 2, and 7, and repost the salary accruals.
"The 'Name' field is not filled in" when saving. → Enter the calendar name — without it, the document is not saved.
A holiday is duplicated with a day off, an "extra" rest day. → If March 8 fell on a Sunday, the day itself is already a day off; you need to transfer it to Monday, not mark both days as a holiday. Make sure each non-working day is marked once.
The salary was recalculated, but the norm is old. → After editing the calendar, you need to repost the salary accrual documents for the affected months — they are not recalculated automatically.
9. FAQ
Does the production calendar affect accounting entries? Directly — no. It makes no movements on the accounts. But through it the time norm is calculated, and hence the amounts of accruals, which are then posted by the "Salary accrual" document.
Where to get the list of Kazakhstan holidays? From the Labor Code of the RK and the Law "On holidays in the Republic of Kazakhstan": New Year (January 1–2), Christmas (January 7), March 8, Nauryz (March 21–23), May 1, 7, and 9, July 6, August 30, October 25, December 16, and Kurban Ait.
How to account for day-off transfers? If a holiday fell on a Saturday/Sunday, the rest day is transferred to the nearest working day. The specific dates for the year are set by a resolution of the Government of the RK; in the calendar you make the needed day a day off, and the "compensating work" day a working day.
Can several production calendars be maintained? Yes. For example, a five-day and a six-day week separately, or a calendar for a division with a special schedule. Each schedule refers to its own calendar.
Why is the norm for January 2026 — 19 days, not 21? In January, three holidays fall on weekdays (January 1, 2, and 7) and are subtracted from the working days. 22 weekdays − 3 holidays = 19 days, or 152 hours with an 8-hour day.
What is a pre-holiday day? A working day on the eve of a holiday, shortened by one hour: 7 hours instead of 8. It is assigned the "Pre-holiday" type in the calendar.
Do you need to create a new calendar every year? Usually a new year is filled in within an existing calendar (with the "Fill in based on another year's data" button and editing the holidays). It is not necessary to create a separate document for each year — the important thing is that the needed year is filled in.
Does the calendar affect vacation pay and sick pay? Yes. The calculation of average earnings, vacation pay, and social benefits relies on the norm of working days from this same calendar. An error in the holidays will distort these amounts too.
I corrected the calendar, but the old accruals did not change. Why? Changing the calendar does not recalculate documents that are already posted. Repost the salary accruals for the needed months manually.
How to check that the correct calendar is selected? In the payroll accounting settings, look at which calendar is specified as the main one, and compare the month norm with the time norm report.
