You are organizing the database. You launch "Search and delete marked objects" or simply open "All functions," and you come across an unclear reference — "NewsCategoryValues." Or you received a message when trying to delete: "Failed to delete data. Links to object: NewsCategoryValues". The question arises: what is this, did I create it, can it be cleaned, and will the accounting break?
First and foremost, to relieve the tension: this is a service (technical) reference for the news feed. It has no relation to accounting, taxes, VAT, or money. It does not generate entries, does not appear in reports, and does not affect month-end closing. Below is what it is, where it comes from, and what can and cannot be done with it.
1. Purpose
The reference stores category values (headings) by which news is classified in the program's built-in news panel (legislation changes, releases, 1C promotions). This is a classification reference: it is needed for the news feed to filter and group messages (for example, by sections "Taxes," "Reporting," "Updates"). Typically, the user-accountant does not enter data into it.
2. Where to find
In the command interface of the configuration, there is no link to this reference — it is service-related and does not appear in the section menus. You can open it in two ways:
Through the navigation link. The menu Service (or "main menu" ≡) → Show navigation link is not available for direct access; easier: copy the line below and paste it via File → Open by link / "Go to navigation link":
e1cib/list/NewsCategoryValuesThrough "All functions." The menu ≡ (Main Menu) → All functions → References → NewsCategoryValues. If the "All functions" item is not visible — enable it: ≡ → Service → Options → Show "All functions" command.
The news themselves, for which this reference exists, can be seen on the Home Page in the "News" panel (if it is enabled in Settings → News Panel).
2a. How to know your release
≡ (Main Menu) → Help → About the program. In the opened window, the following is indicated:
- platform version (for example, 1C:Enterprise 8.3.24.xxxx);
- configuration release — "Accounting for Kazakhstan," version 3.0, release 3.0.74.2.
Always check the release: the structure of service references in the news subsystem may change between versions (this is exactly the case that should be checked according to your release).
3. How to fill
In normal operation, it is not necessary to fill the reference manually — it is automatically populated by the news service when receiving the feed. However, if you open the card, the fields are read as follows:

Practical conclusion: manual creation/editing of items in this reference makes no sense for accounting. The only correct scenario for intervention is by direct instruction from the 1C support line during the diagnosis of a news panel failure.
4. Analyzed example
Since the reference is service-related, there cannot be an "example with amounts and entries" here — it does not participate in economic operations. But let’s show how it is actually filled to illustrate the logic.
- On the Home Page, the News panel is enabled. The program accesses the 1C news service.
- A message arrives, for example: "From 2026, the VAT rate in the Republic of Kazakhstan will be 16%".
- The message is marked with the category "Taxes" with the category value "VAT." If such a category value does not yet exist in the database — the service itself creates an item in the "NewsCategoryValues" reference with the name "VAT."
- Now in the news panel, you can filter the feed by the value "VAT" and see only messages from this category.
No entries are generated — neither Dr 1210 / Cr 6010, nor Dr 3130, nothing. The reference is not an accounting object: it does not drive any accounting or tax register. All real amounts (VAT 16%, MRP 4,325 ₸, MZP 85,000 ₸, deduction for individual income tax 30 MRP, etc.) live in accounting documents and registers — and this reference only helps sort news about them.
5. Types of operations
The reference has no types of operations — it is not a document, but a list of items. Only standard actions on reference items are available:
- Create / Copy;
- Edit (rename);
- Mark for deletion / Unmark;
- Configure list (grouping, filtering, sorting).
6. What is formed upon recording
Nothing "accounting." Upon recording an item:
- No entries (the reference does not generate records in the accounting register).
- No electronic documents are created — no ESF (IS ESF) and STN. These documents are formed from sales/receipts, not from the news classifier.
- No movements in accounting registers.
- The only thing that happens is that the item in the reference is updated, which is then referenced by news messages.
7. Print forms
The reference has no print forms. No invoices, no acts, no certificates — there is nothing to print here. Only standard list output for printing is available through More → Print list (a service capability of the platform for any list).
8. Common mistakes
Error 1. Trying to delete an item directly — with the Del key. Message: "Data cannot be deleted directly. Mark the object for deletion…" → That’s correct: deletion is only possible through marking for deletion and the subsequent operation Administration → Maintenance → Delete marked objects. But for a service reference, it is usually not necessary to clean it manually.
Error 2. When deleting a marked object — "Links to object." Message: "Failed to delete… Links to object found: NewsCategoryValues". → The value is referenced by saved news/settings of the panel. Do not forcefully delete — unmark it. Upon the next retrieval of the feed, the value will still be restored by the service.
Error 3. "I organized things" — renamed items. After updating the news, duplicates appear or filtering disappears. → Return to the original names or simply wait for the feed synchronization — the service will restore the reference itself.
Error 4. Looking for the reference in sections and cannot find it. → It is not in the command interface. Open it through "All functions" or the navigation link from section 2.
9. FAQ
1. What does the reference "NewsCategoryValues" do? It stores category values for the built-in news feed — by them, news is grouped and filtered in the "News" panel on the Home Page. It has no relation to accounting.
2. Does it affect accounting or tax accounting? No. It does not generate entries, does not form ESF/STN, does not participate in VAT, individual income tax, social tax, pension contributions, or health insurance declarations. It does not affect month-end closing or amounts in reports in any way.
3. Did I create it? Most likely not. The items are automatically created by the 1C news service when receiving the feed. It may be empty if the news panel is turned off or the database has never received news.
4. Can it be cleaned / can elements be deleted? Technically — through marking for deletion and "Deleting marked objects." Practically — it is not necessary: upon the next retrieval of news, the values will be restored. Forceful deletion when links exist will cause an error.
5. Why is the reference not in the section menus?
It is service-related. The developer intentionally does not display it in the command interface. It can be opened through "All functions" or the navigation link e1cib/list/NewsCategoryValues.
6. Is it normal that the reference has no print form? Yes, absolutely. There is no need to print the news classifier. There is only the service "Print list."
7. The news panel is empty, and the reference is also empty — what to do? Check if the news panel is enabled (News panel settings) and if there is internet access / access to the 1C service. After the first successful retrieval of the feed, the reference will fill itself.
8. Is it related to ESF, STN, or exchanges with government agencies? No. ESF are exported to IS ESF from sales/receipts documents, STN — from documents on the flow of goods. The news classifier has no relation to electronic document flow in the RK.
9. Is it safe to ignore it? Yes. If the news panel is working — leave the reference as it is. No regulatory actions are required for it.
10. Related objects
- Based on what it appears: items are created by the news service when receiving the feed — "based on" incoming news messages, not user documents.
- What is related: the reference NewsCategories (the headings themselves) and the internal mechanism for storing news in the news subsystem of the BSP; settings in News panel settings on the Home Page.
- What is entered based on it: nothing. Accounting documents (sales, receipts, payroll, declarations) are not related to it and cannot be entered "based on" this reference.
