Checked on release 3.0.74.2 "Accounting for Kazakhstan" (edition 3.0).

Important from the first line. "ETD Skill Profiles" is a personnel service object related to electronic labor documents (ETD) and exchange with the state "Unified System for Accounting Labor Contracts" (USALC, portal Enbek.kz). This is not a document for sales or purchases. It does not create entries, does not affect VAT, does not generate electronic invoices (ESF) or tax returns (SNT). Below, this is honestly stated in the relevant sections — VAT figures and account plan accounts are simply irrelevant here.

1. Purpose

You create an electronic labor contract for submission to USALC, and the system asks you to specify professional skills (competencies) for the position. "ETD Skill Profiles" is the reference set of skills that you attach to the position in the staffing table or to the labor contract, so that the export to the state system goes with the correct information about the employee.

In simpler terms: the document stores and transmits the "competency profile" according to the requirements of electronic labor document flow, not a business operation.

2. Where to find

The object belongs to the personnel block of the configuration (section "Payroll" / personnel accounting, subsection related to electronic labor documents and exchange with government agencies). The exact location of the item in the menu depends on which subsystems are enabled in your functionality settings.

The most reliable way to open it directly is via the 1C navigation link:

e1cib/list/Document.ETDSkillProfiles

How to open via the link: main menu (≡ icon in the upper left corner) → "Service""Go to navigation link..." → paste the line above → "Go". A list of documents "ETD Skill Profiles" will open. The "Create" button is for a new document.

Tip. If the item is not in the menu, check "Administration" → "Functionality": personnel accounting and exchange of electronic labor documents should be enabled. Without the enabled subsystem, the list can only be opened via the navigation link.

2a. How to find out your release

Main menu (≡) → "Help""About the program". In the opened window, you will see:

  • platform version (for example, 1C:Enterprise 8.3.x);
  • configuration version — it should be "Accounting for Kazakhstan", edition 3.0, version 3.0.74.2.

If your number differs — some screen forms and field composition may not match this instruction. Update the configuration: "Administration" → "Update configuration".

3. How to fill out

The document describes the skill profile, so the header is "to whom/what the profile relates," and the table part is "which skills are included." Below is an explanation for each meaningful field: why it is needed and what happens in case of an error.

  • Organizationmandatory. It determines to whose USALC account the information will go. If you make a mistake, the data will be linked to the wrong employer, and the state system will reject or duplicate the record.
  • Datemandatory. It defines the moment when the profile is valid. Set the date to match the date of the corresponding labor contract/ETD; otherwise, the skill composition may not be "picked up" during export.
  • Employee / Individual — if the profile is being created for a specific employee. An empty or incorrect value means the skills will not be linked to their electronic labor document.
  • Position / Staffing position — skills are most often tied to the position. An incorrect position = an incorrect competency profile in the export.
  • Table part "Skills" (competencies) — the core of the document. Professional skills/competencies are listed in rows. For correct exchange, it is important that values are selected from the classifier (skills directory) and not entered as arbitrary text — otherwise, the portal will not recognize the competency code.
  • Proficiency level / Skill necessity indicator — if such columns are provided, they clarify the profile. Skipping does not block the record, but makes the profile incomplete for the receiving party.
  • Comment — a free field for your notes; it does not affect the exchange.

What is really version-specific (the only thing worth double-checking): the exact set and names of the columns in the table part "Skills" and the presence of the "Proficiency level" field in release 3.0.74.2 — this requires verification in your database, as the composition of the attributes of personnel ETD objects changes between releases. Everything else (the logic "header = to whom, rows = skills") is stable.

Filled out → "Post and close".

4. Analyzed example

Since this is a personnel document, an "example with debit/credit entries" is physically impossible here — the operation is not monetary. A practical example is filling out the profile:

Situation. LLP "Astana-Stroy" is formalizing an electronic labor contract with foreman Akhmetov A. and must submit a competency profile for the position of "Work Producer".

Filling out:

Field Value
Organization LLP "Astana-Stroy"
Date 06.09.2026
Employee Akhmetov A.
Position Work Producer (foreman)
Skill (row 1) Organization of construction and installation works
Skill (row 2) Reading project documentation
Skill (row 3) Control of labor protection at the site

Result of posting: the document records the composition of skills and makes it available for export as part of the electronic labor document. No amounts, taxes (individual income tax, social contributions, social tax), VAT, and accounting accounts are involved here — this document does not calculate or reflect them. Employee accruals and deductions are calculated in entirely different documents in the "Payroll" block.

5. Types of operation

This document does not have a separate selection of "Type of operation" with different accounting scenarios — it performs one function: to record the skill profile for ETD. Practical application options:

  • skill profile for the position (competency template for the position);
  • skill profile for a specific employee (for their electronic labor contract);
  • updating the profile (a new document with a changed composition of skills for a new date).

6. What is formed upon posting

Honestly regarding the essence of the object:

  • Accounting entries (Debit/Credit): not formed. The document is not economic.
  • Movements in VAT / individual income tax / social contributions / social tax registers: not formed.
  • ESF and SNT: not created. ESF (IS ESF) and SNT are electronic invoices and waybills for VAT and commodity turnover; they have no relation to labor documents.
  • What really happens: the posted document registers the skill profile in internal personnel/information registers and makes it available for the formation and export of the electronic labor document to USALC (exchange with the state system is performed by a separate ETD exchange mechanism, not by this document itself).

If you need entries, VAT 16%, and ESF — you are not working with the right object: look at sales/purchase documents, not "ETD Skill Profiles".

7. Print forms

For the personnel skill profile, usually only a printed/viewable version of the profile itself (list of skills by employee/position) is provided for internal use and verification before sending to the state system. There are no classic "primary" print forms like waybills or invoices for this object — and there shouldn't be, because this is not a primary accounting document. The exact composition of the "Print" button depends on the release; check it in your database.

8. Common mistakes

  • "The 'Organization' field is not filled out" — the organization is not specified in the header. Fill it in and post again.
  • Skill is not recognized when exporting to USALC — the skill was entered as text, not selected from the competency classifier. Re-select the row value from the directory to send a recognizable code.
  • "Document not posted" when trying to send ETD — first post the profile, then create/send the electronic labor document.
  • Profile did not pull into the labor contract — the employee/position or the profile date is later than the contract date. Align the dates and binding accordingly.
  • Looking for entries/VAT/ESF here and not finding them — this is expected: the document does not generate them. The necessary accounting is done by documents in the "Purchases", "Sales", "Payroll" sections.

9. FAQ

1. Is this an accounting document? Does it create entries? No. This is a personnel service object for electronic labor documents. It does not create Debit/Credit entries.

2. Is an ESF or SNT generated from it? No. ESF and SNT relate to VAT and commodity turnover. Labor documents do not pass through them.

3. What does VAT 16% have to do with it? Nothing. This document does not calculate or reflect VAT. 16% is the rate for the sale of goods and services, not for the personnel profile.

4. Where to find the document if it is not in the menu? Open via the navigation link e1cib/list/Document.ETDSkillProfiles through "Service" → "Go to navigation link". Check the inclusion of the personnel subsystem in "Functionality".

5. How do skills get into the state system? The profile is linked to the electronic labor contract, and the export to USALC (Enbek.kz) is performed by a separate ETD exchange mechanism; the profile only provides the composition of competencies.

6. Can one profile be created for a position and used for all employees? Yes, this is a typical scenario — a profile for the staffing position as a competency template.

7. Why is the skill not accepted by the portal? Most likely, the value was entered manually as text. Select skills from the classifier to transmit a recognizable competency code.

8. Does this document affect the calculation of salary, individual income tax, social contributions, social tax? No. Accruals, individual income tax (deduction of 30 MRP, rates of 10%/15%), social contributions 10%, social tax 6% are calculated in other documents of the "Payroll" block, not in the skill profile.

9. What release is described in the instruction? "Accounting for Kazakhstan", edition 3.0, version 3.0.74.2. Check your release in "Help" → "About the program".

10. Related documents

  • Based on what it is entered: from personnel information about the employee and position (staffing table, personnel orders), for which the profile is formed.
  • What is entered / formed next: electronic labor document (ETD) for submission to USALC, where the skill profile is included as part of the information.
  • Where it definitely does not lead: to sales, purchase documents, ESF, SNT, and VAT calculation — these are adjacent but unrelated blocks.

How to find out your release

Main menu (≡) → "Help""About the program" — there you will find the platform version and configuration version. Make sure it is 3.0.74.2; in case of discrepancies, compare forms with your database.
