Checked on release 3.0.74.2 "Accounting for Kazakhstan" (version 3.0).

An employee approached you who is going on maternity leave. She needs to submit documents to the State Social Insurance Fund (SSIF) to receive social benefits for pregnancy and childbirth. The Fund requires a certificate from the workplace: how much the person earned and how much social contributions (SC) were paid for her during the calculation period. Manually calculating income by months for two years, deducting OPE and VOSMS, and checking against the ceiling of 7 MZP is time-consuming and easy to make mistakes. This report collects everything for you from the payroll data.

1. Purpose

The report generates an official certificate that the employee (or their representative) submits to the SSIF in case of social risk. The certificate contains the income of the participant in the mandatory social insurance system and the amounts of social contributions by month for the calculation period. Based on this data, the fund calculates the amount of social benefits. This is a certificate, not a declaration: it is not submitted to the tax authority.

2. Where to find

Path in the interface:

Payroll → Payroll Reports → Regulated Reports → in the list of forms, select "Certificate from the workplace before the occurrence of social risk" → Create.

Or through Reports → Regulated Reporting, where the report is located in the group of forms for social insurance.

A quick way to open the list directly in 1C is the menu "Service" → "Go to navigation link" (or Ctrl+click on the address bar) and paste:

e1cib/list/Report.RegulatedReportCertificateFromWorkplaceBeforeOccurrenceOfSocialRisk

2a. How to find out your release

Certificate → About the program (or the "i" icon in the upper right corner). In the opened window, you will see the version of the platform (for example, 8.3.24.xxxx) and configuration release — the line "Accounting for Kazakhstan, version 3.0 (3.0.74.2)". The forms of regulated certificates are updated along with the release, so if there is a discrepancy between the printed form and the fund's blank, first update the configuration.

3. How to fill out

Open a new certificate and fill in the header. Below is each key field and what will happen if you make a mistake.

Field
Purpose
If filled incorrectly

Organization (mandatory)
The employer on whose behalf the certificate is issued. This is where the BIN, name, and details are taken from.
Foreign BIN and signatories will be pulled in — the fund will return the certificate.

Employee / participant (mandatory)
The individual for whom the certificate is needed. This is where the IIN, full name, and income and SC data are pulled from.
Another person's income will be collected; the benefit will be calculated incorrectly.

Date of occurrence of social risk (mandatory)
The program uses this date to determine the calculation period.
The period will shift — the income and SC will be incorrect.

Type of social risk (mandatory)
Determines what kind of case it is (pregnancy and childbirth, childcare, loss of ability to work, etc.) and which block of the form to fill out.
The fund will not accept the certificate under an incorrect basis.

Calculation period
The range of months for which income and SC are taken. Usually, it is automatically set from the date of risk.
You will undercount or overcount months — distorting the benefit base.

Responsible persons (manager, chief accountant)
Signatories of the certificate. Taken from the register "Responsible persons".
Empty signatures — the certificate is invalid.

Date of preparation
The date the certificate is issued.
Discrepancy with the actual date of application.

After filling in the header, click "Fill" — the tabular part will be filled in monthly: income accepted for calculating SC and the amount of social contributions. Check for any empty months (see "Common mistakes" section) and click "Save".

Important about amounts: the certificate includes not the entire accrued salary, but the object for calculating SC. This is the employee's income minus OPE (10%) and VOSMS (2%), with a limit: no less than 1 MZP (85,000 ₸) and no more than 7 MZP (595,000 ₸) per month. The social contribution rate is 5%.

4. An example analyzed

Initial data (2026). Ivanova A. A., IIN will be indicated conditionally. Going on maternity leave, date of risk occurrence — 01.04.2026. Salary — 300,000 ₸ per month, worked the full calculation period. MZP = 85,000 ₸.

How the SC object is calculated for the month:

Indicator
Amount, ₸

Accrued income
300,000

Minus OPE 10%
−30,000

Minus VOSMS 2%
−6,000

SC calculation object
264,000

Ceiling check (7 MZP = 595,000)
not exceeded

Gender check (1 MZP = 85,000)
not lower

Social contributions 5%
13,200

It is the line "264,000 / 13,200" that goes into the certificate for each full month of the period. For 12 months, the certificate will show income of 3,168,000 ₸ and SC of 158,400 ₸.

No entries are generated in the certificate — this is a report, it does not create any entries. But the data it shows appeared earlier during the payroll and social contributions calculation document "Payroll Accrual". For clarity, here are the movements in the typical chart of accounts of the RK behind each line of the certificate:

Operation
Dr
Cr
Amount, ₸

Salary accrued
7210 (expenses for implementation / admin.)
3350 (short-term payables for labor)
300,000

OPE withheld
3350
3220 (liabilities for pension contributions)
30,000

VOSMS withheld
3350
3210 (liabilities for social health insurance)
6,000

IPN withheld
3350
3120 (individual income tax)
as calculated

SC 5% accrued (at the employer's expense)
7210
3210 (liabilities for social insurance)
13,200

The certificate pulls from the registers exactly the last line (object and amount of SC) for each month.

IPN is not needed for the certificate, but for completeness: the basic deduction in 2026 is 30 MRP (30 × 4,325 = 129,750 ₸) per month, no more than 360 MRP per year; the IPN rate is 10% up to 8,500 MRP of annual income and 15% above.

5. Types of operations (types of social risk)

The report supports all grounds under which the SSIF assigns social benefits:

- loss of income due to pregnancy and childbirth;

- loss of income due to the adoption of a newborn child;

- loss of income due to childcare until the child reaches one and a half years of age;

- loss of income due to loss of ability to work;

- loss of income due to loss of breadwinner;

- loss of income due to job loss.

The type of risk is selected in the header and affects the calculation period and wording in the form.

6. What is generated when filling out

- Printed (electronic) form of the certificate according to the approved form — with monthly incomes and SC, details of the employer and participant, signatures.

- No accounting entries — the regulated report does not create them; it only reads already existing data.

- No movements in the registers are generated. The report relies on the accumulation registers for social contributions and calculated incomes filled in by the document "Payroll Accrual". If there is nothing there — the certificate will be empty.

- ESF and STN are irrelevant here — these are documents for VAT and turnover; they have no relation to the payroll certificate.

7. Printed forms

- "Certificate from the workplace before the occurrence of social risk" — the main form for the SSIF.

- Export to file (saving the printed form in PDF/Excel) for sending or archiving — through the standard buttons of the printed form (Print, Save as...).

8. Common mistakes

"Mandatory requisites not filled: Organization / Employee".
Reason: empty header. Fill in the organization and individual, then click "Fill" again.

"No data on income and social contributions found for the specified period".
Reason: no payroll was conducted during the calculation period or SC were not included in them. Check that there are conducted documents "Payroll Accrual" for all months of the period, and that the settings for the type of accrual have the checkbox for social contributions checked.

Income in the certificate is less than the accrued salary.
This is not an error. The certificate includes the SC object (income minus OPE and VOSMS) with a ceiling of 7 MZP = 595,000 ₸. For high salaries, the amounts will be "cut" by the ceiling.

Empty month in the middle of the period.
Reason: the employee was on unpaid leave or there was no taxable income. Clarify whether this month needs to be included according to the fund's rules, and if necessary, make adjustments to the accruals.

"Responsible persons not specified".
Reason: the register "Responsible persons" of the organization is not filled. Assign the manager and chief accountant in the organization settings, then the signatures will be pulled in.

Incorrect date of risk occurrence.
This will shift the entire calculation period. Verify the date with the sick leave / supporting document and reformat.

9. FAQ

For what period is income taken?
The program calculates the calculation period from the date of occurrence of social risk according to the rules of mandatory social insurance (usually up to 24 months). The range is set automatically; if necessary, it can be specified.

Why does the income in the certificate not match the salary in the payslip?
Because the certificate includes the SC calculation object: income minus OPE (10%) and VOSMS (2%), but not less than 1 MZP (85,000 ₸) and not more than 7 MZP (595,000 ₸) per month. For salaries above ~700,000 ₸, the base will be limited by the ceiling.

What is the rate of social contributions in 2026?
5% of the SC calculation object.

The employee has already been dismissed — can the certificate be generated?
Yes. Data on income and SC remains in the database. Select the individual, specify the period up to the dismissal date, and fill out the certificate.

Can one certificate be made for several people at once?
No. The certificate is individual: one participant — one certificate. A separate document is generated for each employee.

What to do if SC were not accrued in some month?
Check if there was taxable income and whether the accrual type is set up correctly. If there was really no income (unpaid leave), the month will remain empty — this is normal. If this is an accounting error, correct the accrual and reformat the certificate.

Is an electronic signature and submission through the cabinet required?
The form in 1C is printed and signed by the responsible persons. Submission to the SSIF (in person, through the CCA, or egov) is done outside of 1C; there is no submission like tax reporting here.

How is this certificate different from the income certificate for IPN?
Here the base is the object of social contributions (for calculating social benefits by the fund), not taxable IPN income. These are different indicators: the basic deduction for IPN (30 MRP, 129,750 ₸) does not affect the SC object.

Does the certificate mention VAT or ESF?
No. This is a payroll certificate. VAT (16% in 2026), ESF, and STN have no relation to it.

10. Related documents

- On what basis the data appears: document "Payroll Accrual" (and related accruals/deductions) — it is this document that generates the income and social contributions that the certificate reads.

- What to check for reconciliation: payslips, report "Analysis of Accruals and Deductions", registers for social contributions.

- What is submitted in parallel to government agencies: declaration on individual income tax and social tax (form 200.00) — it reflects SC and other contributions; the certificate remains an individual document for the SSIF.

- Document basis for risk: sick leave / adoption document / decision on loss of ability to work — stored outside of 1C, but determine the date and type of risk in the header.

How to find out your release: Certificate → About the program — there you will find the version of the platform and configuration release. This instruction was prepared for "Accounting for Kazakhstan", version 3.0, release 3.0.74.2. In other releases, the form and composition of fields may differ — check against the current form of the fund.
