Verified in release 3.4.5.21 of “Trade Management for Kazakhstan” (edition 3.4).

A customer calls and asks: “Email me the cost of a batch of laptops with delivery.” You could enter the amount in a notepad, but a month later you would not remember what price you promised, which manager handled the deal, or why the customer never made the purchase. To turn the promise into a document from which an order and delivery note can later be created with a single click, you open Commercial Proposal to a Customer. This is your fixed price “on paper”: what is offered, how much, at what price, with what VAT, and until what date it is valid.

1. Purpose

The document records your price proposal to the customer: the list of goods and services, prices, discounts, VAT, and validity period. This is a sales-stage document created before shipment. Its purpose is to agree the terms with the customer and serve as the basis for an order or sale.

2. Where to Find It

“CRM and Marketing” section → “Commercial Proposals to Customers” → “Create” button.

The document is often created not from the list but from the deal or customer interest card by clicking “Create Based On”.

To open the list directly, paste the navigation link e1cib/list/Документ.КоммерческоеПредложениеКлиенту into 1C through the “Service” → “Follow Navigation Link” menu or the link input field.

2a. How to Find Your Release

“Help” → “About” or the information icon in the upper-right corner. In the window that opens, you will see two lines: platform version, for example 8.3.24.xxxx, and configuration version—this is the release, for example 3.4.5.21. The instructions below were written for this release.

3. How to Complete It

Complete the header from top to bottom—some fields will be populated automatically from the agreement and settings.

FieldRequiredPurpose and Consequences of an Error

NumberYes (automatically)Assigned when the document is saved. Do not edit it manually, or you will disrupt the numbering.
DateYesProposal date. The “Valid Until” period and inclusion in sales funnel reports are calculated from this date.
OrganizationYesYour legal entity or IE. If there is only one organization in the database, it will be populated automatically. The details in the print form and VAT depend on it.
CustomerYesThe party receiving the proposal. The document cannot be posted without it. If the wrong customer is selected, the proposal will contain the wrong details.
CounterpartyYesThe customer’s legal entity, which may differ from the “Customer” as a partner. Its BIN and details will be included in the print form.
AgreementRecommendedStandard sales terms: currency, price type, discount percentage, and warehouse. Complete this field, and VAT-inclusive prices will be populated automatically instead of having to be entered manually.
ContractDepends on accounting settingsIf the customer’s records are maintained by contract, specify the contract to ensure correct settlement analytics.
CurrencyYesTenge (₸) by default. For a foreign-currency proposal, select the required currency—the amounts and print form will be recalculated.
Valid UntilRecommendedThe date after which the price is no longer guaranteed. This helps prevent goods from being shipped at an outdated price six months later.
StatusYesControls the document lifecycle: “In Progress” → “Approved,” “Rejected,” or “Closed.” The sales funnel is built by status.
ManagerYesThe responsible employee. The current user is populated automatically. This is required for salesperson performance reports.

“Goods” tabular section on the “Goods” tab:

- Item—what you are offering. Required. The VAT rate and price type will be populated based on it.

- Quantity—the number of units offered. If the value is zero or blank, the line does not contain a product quantity.

- Price—taken from the selected price type, but it can be changed manually. Check whether the price includes VAT using the “Price Includes VAT” checkbox or the “Prices and Currency” button.

- Manual Discount Percentage—if you are offering a personal discount, show it in a separate column so the customer can see the benefit.

- VAT Rate—in Kazakhstan, 16% applies in 2026, while “Without VAT” may be selected for the relevant transactions. If the document populated a rate that applied before 2026, correct the setting in the item card or the value in the line.

- VAT Amount / Amount—calculated automatically and do not need to be entered manually.

On the “Additional” tab, specify the shipping warehouse, price type, department, and comment for the customer.

After completing the document, click “Post and Close”.

4. Detailed Numerical Example

Scenario. “Mir Tekhniki” LLP, a VAT payer, offers “Astana Stroy” LLP a batch of laptops.

- Item: HP 250 Laptop—5 pcs.

- Price excluding VAT—250 000 ₸ per unit.

- VAT rate—16%.

- “Valid Until”—30.10.2026.

Calculation in the document:

IndicatorFormulaAmount, ₸

Amount excluding VAT250 000 × 51 250 000,00
VAT 16%1 250 000 × 16%200 000,00
Total Payable1 250 000 + 200 0001 450 000,00

Important information about entries. The commercial proposal itself is not yet a sale. It records the terms being agreed with the customer within the CRM system.

Sales entries are recorded later—when the customer agrees and you create a Sale of Goods and Services based on the proposal. For the same amounts and a cost of 900 000 ₸, the following entries will be generated:

DrCrAmount, ₸Meaning

121060101 250 000,00Sales revenue excluding VAT
12103130200 000,00VAT payable at the 16% rate
70101330900 000,00Cost of goods written off

An E-invoice is issued at the sales stage in the E-Invoice IS, while an SNT is issued for transactions requiring one.

5. Transaction Types

Depending on the settings and document version, the following workflows are available to the user:

- Sale—a proposal to sell goods and services to a customer, the primary workflow.

- Proposal Based on Another Proposal—copying the terms of a previously created commercial proposal.

- Proposal Under an Agreement—prices and terms are populated from a standard or individual sales terms agreement.

The available commands depend on the functional options enabled under “Master Data and Administration → CRM and Sales.”

6. What Is Generated When the Document Is Posted

A commercial proposal belongs to the operational sales system. When it is posted, the proposal status, agreed goods, prices, and sales funnel analysis data are recorded.

- Proposal Status—“In Progress,” “Approved,” “Rejected,” or “Closed.”

- Proposal Terms—goods, quantity, prices, discounts, VAT, and validity period.

- Reporting Data—customer, manager, amount, and the proposal workflow stage.

The register movements depend on the configuration’s functional option settings. Once approved, the commercial proposal terms can be transferred to the next sales document.

7. Print Forms

The following may be available from the “Print” button in the document form:

- Commercial Proposal—the primary customer form containing details, a goods table, prices, VAT, total, and validity period.

- Commercial Proposal with Images—a template containing item images.

- Invoice for Payment—available with the appropriate settings and sales processing workflow.

The print form can be saved as a PDF and emailed to the customer from the document form using the “Send” button if an email account has been configured in the application.

8. Common Errors

“The ‘Customer’ field is not completed.” You have not selected a buyer. Complete the “Customer” field in the header, then select the corresponding counterparty.

“The ‘Organization’ field is not completed.” If the database contains several legal entities, select the required organization manually.

The lines show a rate that applied before 2026 instead of 16%. This is caused by outdated item or sales terms settings. Set 16% in the item’s tax accounting details or change the rate in the document line, then repost the document.

“Price is not completed” or the amounts are zero. No price type has been specified, or the price list has no price as of the document date. Click “Prices and Currency”, select the price type and date, or enter the price manually.

The VAT-inclusive total does not match the expected amount. Check the “Price Includes VAT” checkbox: when selected, tax is extracted from the price by dividing the amount by 1,16; when cleared, it is added on top.

The status remained “In Progress” even though the customer agreed. Change the document status to “Approved” so that the result is recorded at the appropriate stage of the sales funnel.

9. Questions and Answers

Can a commercial proposal be changed after it has been sent to the customer?

Yes. Make the changes in the document, check the prices, discounts, VAT rate, and validity period, and then generate a new print form. Send the updated version to the customer to ensure that the terms are consistent.

How can approved terms be transferred to a customer order?

Open the commercial proposal, use the “Create Based On” command, and then select “Customer Order”. Check the transferred goods, quantity, prices, and sales terms.

How is VAT calculated if the price is stated excluding tax?

At a rate of 16%, multiply the cost excluding VAT by 16%. In the detailed example, the tax on 1 250 000 ₸ is 200 000 ₸, and the total cost is 1 450 000 ₸.

Why are there no product images in the print form?

Use the commercial proposal print form with images and check whether images have been added to the item cards. The form’s availability depends on the configuration settings.

What should be checked before sending a proposal to a customer?

Check the organization, customer and counterparty, list of goods, quantity, prices, discounts, 16% VAT rate, whether VAT is included in the price, and the proposal expiration date.

10. Related Documents

Documents used as the basis for a commercial proposal:

- Another Commercial Proposal—copied for a repeat customer.

How to Find Your Release

Open “Help” → “About.” The “Configuration” line will show the release, for example “Trade Management for Kazakhstan, edition 3.4 (3.4.5.21),” while the “Platform” line will show the 1C:Enterprise version. The field locations and available print forms may differ in another release.

This guide was prepared for “1C:Trade Management for Kazakhstan,” edition 3.4, release 3.4.5.21. The calculation uses the 16% VAT rate applicable in 2026.
